The Government of the Punjab’s Agriculture Department is hiring nine specialist professionals for its ADB-funded P-CLAMP project — running until December 2030 — based out of Agriculture House, Davis Road, Lahore. JOB OVERVIEW

These nine positions sit within the Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project, known as P-CLAMP, which is being implemented under the Directorate General Agriculture (Field), Punjab with funding from the Asian Development Bank. The project runs until December 2030, and the department is filling these specialist roles on a contract basis to support project execution.

All posts are contract appointments. The source advertisement explicitly states they are temporary, non-transferable, non-pensionable, and carry no right to regularization. The initial contract is for one year, extendable up to the project period subject to competent authority approval. If the project period is reduced or extended, the contract terms will be adjusted accordingly.

ELIGIBILITY CRITERIA

EDUCATION AND EXPERIENCE BY POST:

Project Coordinator (BPS-09, Max Age 50)

• Education: Master’s degree in Economics or Project Management
• Experience: Minimum 5 years in development projects
• Other: Strong command of government administrative and financial systems; proficiency in coordination, documentation, and stakeholder engagement

Financial Management Specialist (BPS-09, Max Age 55)

• Education: Master’s degree in Finance, Accounting, or a relevant subject; or certified member of a recognized accountancy professional body
• Experience: 8 years general experience, preferably with at least 5 years in public financial management of donor-funded projects; demonstrable experience in coordination for financial management across national and sub-national governments
• Other: Experience with accounting software including chart of accounts, ledger setup, and customized financial reporting on IPSAS framework; preference for candidates with advanced professional accounting postgraduate degree accredited by professional accounting bodies; experience with donor-funded projects preferred; knowledge of budgeting and expenditure control; proficiency in MS Office and standard desktop applications; regional/country experience required

Mechanization Expert (BPS-09, Max Age 62)

• Education: B.Sc. or M.Sc. in Agricultural Engineering or a related discipline
• Experience: Minimum 15 years of relevant experience, including experience in public sector development projects
• Other: Proven expertise in agricultural mechanization, irrigation, infrastructure development, or related domains; familiarity with ADB or donor-funded project procedures will be an asset; strong skills in technical reporting, planning, field supervision, and contract management

Contract Management Specialist (BPS-09, Max Age 55)

• Education: Master’s degree in Procurement, Engineering, Business Administration, Law, or a related field
• Experience: Minimum 8 to 10 years of relevant professional experience, with at least 5 years in procurement and contract management of donor-funded projects
• Other: Familiarity with procurement of specialized scientific or laboratory equipment and civil works is highly desirable; strong knowledge of ADB Procurement Regulations and GoP or government procurement systems; excellent communication, analytical, and negotiation skills; proficiency in MS Office and procurement management systems; international certification such as CIPS is desirable

Procurement Specialist (BPS-09, Max Age 45)

• Education: Master’s degree in Procurement, Business Administration, Public Administration, Law, or a related field
• Experience: At least 10 years in procurement, including 5 years in donor-funded projects
• Other: In-depth knowledge of ADB and PPRA procurement rules and procedures; experience in preparing and managing large-scale procurement of goods, works, and services; excellent organizational, negotiation, and reporting skills; proficiency in Microsoft Office and procurement tracking software

Environment Specialist (BPS-08, Max Age 55)

• Education: Master’s degree in Environmental Science, Environmental Engineering, Natural Resource Management, or a related discipline; Master’s or Bachelor’s degree with donor-funded or infrastructure project experience also considered
• Experience: Minimum 8 years of relevant experience, including at least 3 years with donor-funded or infrastructure projects
• Other: Demonstrated knowledge of ADB environmental safeguards and national environmental regulations; experience in environmental monitoring, reporting, and liaison with regulatory agencies; strong analytical, documentation, and communication skills

ICT Expert (BPS-08, Max Age 50)

• Education: Master’s or Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field
• Experience: Minimum 8 years of professional experience in ICT systems design and implementation, with at least 3 years in development sector projects
• Other: Proven expertise in ERP/MIS systems, system integration, web-based reporting tools, and database management such as SQL, Oracle, etc.; familiarity with ADB or donor reporting frameworks, data governance, and ICT for development (ICT4D) is an asset; strong troubleshooting, interpersonal, and documentation skills

Social Safeguard Specialist (BPS-08, Max Age 55)

• Education: Master’s degree in Social Sciences, Environmental Sciences, or a related field
• Experience: Minimum 8 years in social or environmental safeguards, preferably in ADB or World Bank projects
• Other: Strong understanding of ADB’s SPS 2009 and Punjab’s safeguard regulations; excellent stakeholder engagement and reporting skills

Gender Specialist (BPS-08, Max Age 50)

• Education: Master’s degree in Gender Studies, Sociology, or a related social science field
• Experience: Minimum 8 years in gender mainstreaming in development projects
• Other: Familiarity with ADB gender policies and rural women’s economic empowerment programs; strong skills in community engagement and gender-sensitive monitoring and reporting

GENERAL ELIGIBILITY NOTES (from source):
